I'd have to say that song they used over and over again in Ken Burns "The Civil War" documentary on PBS. It's understated, contemplative, hypnotic, and never jarring. Cool question - doesn't the president enter to "Hail to the Chief" for the rest of his life?
"Bisso na Bisso" would work quite nicely, especially to confuse people.
The opening to "Billie Jean" makes everything seem cooler somehow.
But I think I'm going to have to go with the clavinet and trumpet overlay of "Superstition" by Stevie Wonder, the funkiest piece of music in the history of the world.

The first thing that popped into my head was "The Final Countdown" by Europe. Any Arrested Development fan knows what I'm talking about.
